Can we ban Black Wings. PLZ

How about this, we can make more than one format. In a tournament, you have to follow that format. We can have an Unlimited Format, where nothing is banned, Traditional Format, where OTK, Burn, Mill, Exodia, and everything else that's already banned, then we can have a strict ban, where all broken Meta is banned as well.
